 7617億競選支票 賴稱多已核定

中國時報【周毓翔╱台北報導】

行政院長賴清德昨到立院報告普悠瑪事件，國民黨團書記長曾銘宗質詢賴清德在選舉期間「重綠輕藍」，至各縣市大開選舉政策支票，經統計，總額高達7617.6億元；賴清德解釋，這些許多行政院都已經核定過，「我只是去宣布」，況且重綠輕藍也不是事實，他任內就核定近千億預算給新北市。

曾銘宗指出，賴清德今年大選前在全台大開支票，金額高達7617.6億元，而且多數都集中在民進黨執政地區，比如彰化就拿到超過千億元、台中超過240億元、高雄高達2064億元，而國民黨執政的縣市拿到的都很少。

賴清德解釋，他不是候選人，不可能開支票，而且各縣市都有本身的建設計畫，蔡英文總統上任兩年就已經做了各種審查，而有些已經通過的審查，他只是去「宣布」這些通過審查的案子。

他也強調，沒有偏袒綠營縣市，例如他任內就核定近千億給新北市，比如新北市捷運萬大樹林線已核定550億元、台北港110多億元等，很多建設都是長期的，地方要推動建設，中央要協助是藍綠皆然的。

曾銘宗質疑，苗栗縣只分到6000多萬元，明顯與高雄差距太大；賴清德反問，苗栗到底提了哪個計畫該給但是沒給的？苗栗也沒提輕軌，也沒提其他重大建設。

曾銘宗追問，賴開出的7617.6億元支票會不會兌現？賴清德強調，他宣布的都是已核定、部會已審查通過。但曾銘宗質疑，有些未經政院核定？賴清德回答，至少有給可行性規畫的經費；賴也強調，地方有沒有能力負擔建設，都是由地方政府評估後提出，不會是行政院主動給的。

 新生兒臉黃大便灰 恐是膽道閉鎖惹禍

(健康醫療網／記者曾正豪報導)

一名出生20天多天的新生兒，因解灰白色大便，2個月21天大時，在醫院接受剖腹探查手術，排除有膽道閉鎖，但又因傷口裂開，再次接受剖腹傷口縫合手術，且黃疸指數持續上升，也呈現灰白色大便，直到4個半月大赴臺中榮總檢查，懷疑恐是膽道閉鎖，醫師建議手術治療，但家長因擔心前幾次手術經驗不佳有所猶豫，後來再進行腹腔鏡術中膽道攝影手術後，確定病症，才採以腹腔鏡葛西氏手術治療。

膽道閉鎖不及時治療 恐肝衰竭死亡

雖然這名新生兒較晚接受葛西氏手術，但術後兩天，即解綠色大便，術後一個月黃疸指數也降到正常指數，目前已經2歲半，黃疸指數正常，但因肝功能指數較高，仍定期門診追蹤；臺中榮總兒童外科主任周佳滿指出，當肝外膽管不通，促使膽汁無法排出，鬱積在肝臟，就會造成膽道閉鎖，這時嬰兒會出現皮膚黃疸、茶色尿及淡黃或灰白大便等症狀，若不及時治療，恐活不到兩歲，就會引發肝衰竭死亡。

利用嬰兒大便辨識卡判別 有異狀盡速就醫

文獻報告指出，嬰兒膽道閉鎖的發生率以台灣及日本在內的東亞最高，每一萬個活產新生兒就有0.8到1.5人罹病，其中台灣膽道閉鎖基金會更統計，國內每年新增罹患膽道閉鎖的病例約30至40名，但卻有三成未能及時發現治療；周佳滿主任表示，除了透過嬰兒皮膚或眼白判別有無黃疸，也可使用國民健康署提供的兒童健康手冊提供的嬰兒大便辨識卡，一旦有異狀應盡快就醫。

把握60天治療黃金期 提高手術成功率

若高度懷疑嬰兒是膽道閉鎖又無法確定時，建議可接受手術，做術中膽道攝影，確定膽道閉鎖時，就可進行葛西氏手術，若能把握出生後60天治療黃金期，成功率也會提高；周佳滿主任指出，院內從98年起，就積極發展小兒腹腔鏡及胸腔鏡手術，近3年來，每年皆完成約有近200例的微創手術。

長期膽管炎且預後差 八成患者得肝臟移植

若葛西氏手術效果差，則可採肝臟移植，即使是三個月大以後確定診斷者，也能直接做肝臟移植，成功率高達成9成，但葛西氏手術成功者，仍可能會持續有纖維化或膽道發炎等症狀；周佳滿主任提醒，開刀後完全痊癒無合併症的約只佔六分之一，開刀後2年內完全無合併症出現者，較可能完全痊癒，但長期下來一再發生膽管炎者且預後差，八成患者恐須接受肝臟移植，因此透過腹腔鏡手術膽道攝影，能及早診斷是否有膽道閉鎖，且進行手術，延長等待肝臟移植的時間。
