阿里山林鐵歡慶106歲 與斯洛伐克林鐵締結姊妹
阿里山林業鐵路今天（5日）歡慶106歲生日，在林鐵車庫園區內有一列慶祝活動，同時並與中歐斯洛伐克的「切尼赫榮林業鐵路」簽署合作備忘錄，正式締結為姊妹鐵路，這也是阿里山林鐵與外國締結的第九條姊妹鐵路。（龐清廉報導）許多民眾都曾經在網路上看過一段影片，影片中有一列蒸汽火車在眾目睽睽之下穿越足球場，球場還有比賽在進行的畫面，讓人印象深刻。而這條鐵路就是斯洛伐克切尼赫榮林業鐵路(Čierny Hron Forestry Railway)。 在歡慶阿里山林業鐵路營運滿106週年的特別日子裡，斯洛伐克切尼赫榮林業鐵路主席Bilek專程前來台灣，與林務局林華慶局長簽署合作備忘錄，二條鐵路締結為姊妹鐵路，這是繼日本、瑞士、印度及英國之後，阿里山林鐵與國外締結姊妹的第9條鐵路。 全力促成雙方合作交流的斯洛伐克駐台代表博塔文先生說，切尼赫榮林鐵與阿里山林鐵軌距相近，都是為了運送林木所建，現在也都轉型成為觀光遊憩火車，具有諸多相似的歷史及背景，加上2國人民都是和善好客，更加促使雙方締結姐妹鐵路及建立合作關係。 這項鐵路合作協議，是今年斯洛伐克與我國所簽立的第三項協議，先前二項分別是網路與高校教育。未來，兩國將透過鐵道傳統技術及工法分享，融入生態保育、環境保護、產業等元素，讓彼此交流更加緊密。
分析師：美國企業債務現金比過高 嚴重程度更高於2008年
美國的企業債務現在高於以往的任何時候。
如果公司持有大量現金，通常這種狀況可以獲得控制。但是許多經濟學家警告，一個迫在眉睫的問題是—除了那些規模最大的公司，其他美國企業的債務現金比 (debt-to-cash ratio)，已經高過 2008 年金融危機時期的水準。
投資服務公司 TS Lombard 首席美國經濟學家 Steve Blitz 認為，企業債務與其償債能力之間的巨大差異，恐怕會成為引發下個金融危機的重要因素。
Blitz 表示，規模前十大的美國公司，他們擁有足夠的現金償還債務，但扣除這些公司以外，情況讓人非常憂心。
Blitz 指出，債務與現金比率如今非常高，而債務權益比率則非常低，這說明公司正在依靠自己的淨資產來借債，而並非依靠現金流和收入借債，這實際上就像 2004 年、2005 年和 2006 年美國家庭一樣。
1 美元現金對應 8 美元債務
標準普爾全球公司數據顯示，6 月份美國企業債務總量已到達 6.3 兆美元，雖然公司有持有償還債務的現金總量，也來到歷史高點的 2.1 兆美元，但這些現金多由少數的龍頭企業所持有。與此同時，債務違約風險較高的企業借債人，所使用槓桿則已經達到了過去未有的高水準。
債務評級為投機等級的企業借債人，其現金與債務的比率在 2017 年中觸及 12% 的紀錄新低，還低於 2008 年的 14%，這代表企業所持有的每 1 美元現金，都對應著大約 8 美元的債務。
Blitz 說，這樣的結果就是，一旦股市大幅下跌並進入熊市，這種情況早晚會出現，那麼危機就會再次發生。「就像古老的故事，當潮水退去，岩石自然露出。」
IMF 提出過類似警告
國際貨幣基金組織 (IMF) 早前也強調過這個風險，警告高風險的借債行為，可能會帶來又一次崩潰。
國際貨幣基金組織在 4 月份發表的〈全球金融穩定報告〉中表示，如果一個高信貸增長的階段，伴隨著信貸分配風險上升，那麼在這個階段過去之後，隨之而來的很可能會是嚴重衰退，或是金融行業迎來中期壓力。
國際金融協會 (IIF) 在 7 月發表數據指出， 全球債務總量現已創下 247 兆美元的的歷史紀錄，相當於全球 GDP 總額的 318%，同樣遠高於 2007 及 2008 年。
Blitz 警告，在利率上升的背景下，這種債務水準可能會帶來很大的麻煩，如果因此造成股市下跌，那麼狀況會更糟，但這卻是無可避免的。他補充說，由於危機後的監管規定，銀行現在承擔的風險比十年前更低，因此市場的流動性已經消失。所以帶來新的問題—當每個人都開始拋售時，誰站在買方？
就固定收益市場而言，承接買盤的會是聯準會。但股票呢？如果聯準會還要買股票救市，將發生所謂的「道德風險」。
其他一些分析師則認為，現在警告信號還未出現，主要是由於利率仍舊偏低，而經濟增長仍高，但這種情況可能也不會持續太久了。
